Statecraft 2030: Global Issues, Leadership Choices (9th-12th grade)
"Statecraft 2030: Global Issues, Leadership Choices" is a high school world affairs class that combines readings in current events and international relations with a highly interactive world affairs simulation.
    In addition to their own work acquiring resources, establishing budget priorities, and managing relationships with neighbors, "Statecraft 2030" student-leaders often need to contend with a Grey Swan, or unexpected event, that shakes up the international landscape. Here's a sample unexpected event:
    "An insurgency, being funded by illegal resource extraction, breaks out in a resource-rich region of the country with abundant oil/gas resources.  If that country has a Public Contentedness score of 112 or more and a Military Strength score of 15 or more, it can handle the problem itself.  If it lacks one or both of these requirements, it will be unable to stop the insurgency unless either (a) it immediately devotes the necessary resources to meet both of the requirements or (b) its Head of Security and President are able to negotiate for military assistance from enough other countries to create a combined Military Strength score of 18 or more.  If the insurgency is not stopped, the country affected loses 1 Peace Chip and 1/3 of its extractive income today and each turn going forward.

    If your country is not directly affected by the insurgency, you might still be dependent on your neighbor’s resources to fuel your economy.  The insurgency poses a threat to your existing arrangements but also gives you new opportunities.  Are you willing to gamble for greater access to resources?  For $1 billion, you can roll a die: if you roll a 5 or 6, you can get extractive resources from the rebels for a discount, resulting in an extra two extractive chips for your country (which is an arrangement that can continue as long as the insurgency continues).  If you don’t like the way the roll of the die turned out, for another $1 billion you can roll again."
